You can say, Alex Dunn, Ph.D. But if you know the subject in which she got the Ph.D. (let's say sociology), you can also say: Dr. Alex Dunn (Ph.D., sociology). this provides more relevant information for the reader. You should never use "Ph.D." in front of the name.
