Beer with bad barley ?

Hello, i plan on brewing a beer soon ( not sure what exact type, pref porter or stout ) I have all of the ingerients. 2 ounce target hops and a packet of ale yeast. but I want to attempt it with pearled barley ( no husk, dead) i like trying things that are difficult. my question was if the malting proccess would be different because pearled barley cannot grow, or if i need to add brown sugar to start fermentation to make up for a lack of sugars from the barley. I really would like making an oatmeal stout, thanks for your time.
