I noticed a very small blister on my pelvic area where my pubic hair grows.?

It is not paintful and it burst when touched resleasing only a small amount of clear liquid. It is obviously in the area of my pubic hair which i shave. I normally have very sensitive skin and will develop red bumbs but this is the first time a blister has appeared. Is it possible this is due to shaving or an ingrown hair? It looks as if the blister was directly over a hair follicle so I am uming it was just a problem from shaving.
