Is this legal to ride?

so i have this very old 45cc Suzuki dirt bike and i was wondering if it was legal to ride it around town in the streets i am 14 and not old enough to have any license or permit. is it legal for me to ride it around in the town monument in the state colorado? i have seen people on mopeds and i know they are younger than me and they say it is legal but i know the do drugs so i dont trust them
