My 13 mth old has a yellowing colour around his neck and im uming its jaundice? Should i be worried?

He had jaundice when he was a baby and it all cleared up. He is eating fine and apart from being whingy most of the time which is normal for him , and he is very active. He is sleeping fine and his diet is good.
