Why does he act like this?

I've know someone for 4 years now, I haven't seen him for 1-2 years because we left for different universities. He kept emailing me to come up to visit him (it takes 3-4 hours), but I couldnt, then he suggested to meet up when we were both at home, I agreed, but he 'forgot' after countless emails/texts asking him about proper details, and now he's back at uni and once again, hes pestering me to go up and visit him! Boys are CONFUSING.
